Medicaid Premium Assistance Programs: What Information Is Available About Benefit and Cost-Sharing Wrap-Around Coverage?

A new issue brief from the Kaiser Family Foundation discusses how states using Medicaid funds for premium assistance to purchase private health insurance for beneficiaries have historically provided wrap-around benefits and cost-sharing protections. It is hoped that this study will shed light on how other states can or will provide such protections if they obtain waivers to take advantage of the Affordable Care Act's (ACA) Medicaid expansion by purchasing private insurance plans for beneficiaries. The findings based on a 2014 survey of eight states (AL, LA, NV, RI, TX, UT, VT, and WI) and those states' written materials designed for beneficiaries. It also includes a discussion of post-ACA premium assistance programs.
