04/03/2013: Public Input Sought on Proposed Rule regarding Navigators

CMS has published a proposed rule about the training and meaningful access standards for those who will help educate and guide consumers through the exchanges starting this fall, including navigators.

 

04/01/2013: Preparing for Navigator Grants

Under the ACA, Exchanges (a.k.a., “Marketplaces”) are required to provide grants to “navigator” entities that will help people figure out how to select insurance in a post-reform world.  There are required to be at least two types of entities serving as navigators in each state and one of those types must be a community or consumer-focused nonprofit organization.  Since Family-to-Family Health Information Centers (F2Fs) have lots of experience as navigators, they should consider applying for navigator grants.  In states not running their own Exchanges, the federal government will be selecting the navigators.  A federal “Funding Opportunity Announcement” is expected to be issued soon

Register NOW to apply for a federal grant, if you are from a state that will have a federally facilitated or partnership exchange.  To apply for a federal grant, an entity must first register through http://grants.gov/applicants/get_registered.jsp, a process that can from a few days to a few weeks.  It is possible that the time allowed to submit a grant application will be relatively short, so it best to register now, even if you are not sure you will want to apply for a grant.  (Registering does not obligate one to apply and there is no cost.)
